International Oilseed Producer Dialogue VII
June 17-18, 2004 Barcelona, Spain
Final Resolution
The undersigned members of the oilseed producers' dialogue held in Barcelona, June18, 2004 support the following:
IOPD members endorse the 3 following elements of: market access, export subsidies and trade-distorting domestic support as mandated in the Doha Ministerial Declaration.
IOPD members expect that successful negotiations will lead to better returns from the market to producers from oilseed and proteins. In this vein the participants endorse the development of the framework by the end of July 2004, with the hope that negotiations can be concluded in 2005.
IOPD members recognize that countries need the ability to stabilize producers' income in price downturns. WTO agreed disciplines should be applied to ensure safety net programs do not distort oilseed and protein markets.
IOPD members applaud progress that has been made in developing new uses for oilseed and protein products especially biodiesel, and encourage the continued development of these environmental friendly products.
IOPD welcomes the contribution of these new uses to markets stabilization and increased prices.
IOPD members expect that the oilseed sector is discussed in the negotiation process in order to allow producers to benefit from increased food and non-food market coming from further liberalization.
