FINAL RESOLUTION Congress IOPD X, June 11-12, 2007 Kuala Lumpur, Malaysia

The undersigned participants of the IOPD from June 11-12, 2007 in Kuala Lumpur, Malaysia adopt the following declaration:
 
IOPD members wish to develop and promote a sound industry business environment that will allow oilseed producers the opportunity for viable and profitable ongoing returns.
 
IOPD members endorse the framework agreement reached in Geneva in July 2004 and the spirit of the ministerial declaration in Hong Kong December 2005 to conclude a WTO agreement as soon as possible that results in both developed and developing countries substantially increasing market access, substantially reducing trade-distorting domestic support, and eliminating export subsidies and other trade-distorting export practices. IOPD members assume that successful negotiations will lead to higher income for producers of oilseeds and protein plants.
 
IOPD members are aware that countries must be in position to stabilize producer income in times of decreasing prices. The agreed upon WTO – disciplines should be implemented in order to guarantee that safety programs do not distort the market for oilseeds and protein products.
 
IOPD members appreciate the progress achieved in the development of new areas of use for oilseed, vegetable oils and protein products, particularly in biodiesel, and support a sustainable development of these environmental friendly products.
 
IOPD members welcome the contribution of these new areas of use to a market stabilization and to higher prices.
 
IOPD members support timely, transparent, and science-based review and approval systems for biotechnology crops and products.
 
IOPD members endorse the harmonization of pesticide/fungicide product registration and Maximum Residue Limits between countries to reduce trade barriers.
 
IOPD members assume that the oilseed sector will be covered during the course of the negotiations, so that producers can benefit from a growing food and non-food market, resulting from a progressing liberalization.
 
IOPD members endorse agricultural production systems that conserve and protect the environment while achieving the high levels of productivity necessary to feed a growing world population and to improve producer profitability.  IOPD members are committed to producing oilseeds and oils in a sustainable manner to meet food, feed and non-food demands including fuel.
